    Yeah but gen 1 water Pokemon have always been easy to obtain

    I think a way a fishing rod could be implemented into the game successfully without messing with balance too much would be to make the fishing rods give the player an increased chance of catching a more rare water type pokemon than one would get by simply waiting around in the water, with different tiers to the rod giving a higher or lower chance than the other.
    There could also be shop set up specifically for these rods ,just like the bike shop, and also similar to the bike shop the option to by the first 2 tiers of Rods ( The Old Rod and Good Rod) with tokens, obviously with the price in tokens increasing between the two.
    The Super rod should be like the Zed Bike and only be bought by actual currency, and would give the highest spawn increase of the three ( Like a 3-5% increase or something along those lines)
    Thes rods should also be bound to your player, and can not be traded as a item.

    Or it could be made to make it where the rod can be used as an alternative spawning, where's you can use the rod at anytime within a timer, and even be able to catch a water pokemon that isn't on the radar at that time. And what rods could do instead of the above
    Method is something more similar to the actual pokemon games and give a chance to spawn a more rare pokemon, the chance increasing with the Tier of the rod.
    Old rod can be given a 1% chance of summoning a rare water pokemon, Good rod giving a 5% chance of a rare, and a Super Rod giving a range of a 5-10% increase. (Actual rates can be changed ofc) Old rod can be made to be cost around a bike, Good rod can be around 500-600 tokens, and Super rod ofc being bought online.

    Could be cool. But there would be no use for it if you can find the Pokemon in the water.
