Dratini Catch Level and Catch Rate

What lvl to catch Dratini where is he most likely to spawn

 

To catch a Dratini, you must be at least trainer level 12 and he is most likely to spawn in Wyvern Village.

 

But like how and when like is he gonna spawn in the middle of the village or on the water and when is his spawn Times cus i know some have special spawn rates

 

Dratini is a very RARE Pokémon which means its spawn time and catch rate is unpredictable
