If you're talking about the Gen 2, we'd want to fix everything to do with gen 1 at the moment, like the moves, abilities etc. Although we do have a huge update coming up which is Pokemon Skyblock, you see the teaser trailer here.

You cannot catch starter pokemon in the wild. The only way to obtain more starters is to hatch them from Epic, Shiny, or Aura eggs bought from here: http://store.pokefind.co/category/770318. Hope I Helped

You cannot get eggs from Pokestops, and the only eggs you can get from challenges are Rare eggs; however they don't give starters as a reward. Therefore I believe you do need to buy eggs to obtain them. Hope I Helped
There is a chance of getting a rare egg by voting and also by doing some certain challenges. Also you can't delete your progress to start over.
