I remember when the server just had gen 1 and the texture pack was so much easier to load. Took me seconds instead of minutes. So I think when you go into let's say Gen 2 you download the Gen 2 texture-pack. This goes for the other two Gen's. This will help the texture pack from getting too big and hard for the server to load it. I think it will also stop the complaints about the texture pack not loading. Since you guy's are probably tired of hearing about it.
