Dear Everyone, I knew that legendary bird quest's NPC pokemons are too weak so I suggested this. -The quest is about 3 teams captured Kyogre,Rayquazza and Groundon. -Team Rocket owned Rayquazza, Team Magma owned Groundon, Team Aqua owned Kyogre. -Mystic will face Team Aqua, Valor will face Magma, Instict will face Rayquazza. -There are 3 types of roles every team: Grunt, Exclusive, Manager. -Grunt will use lvl 90 pokemons, Exclusive will use lvl 100 and legendary pokemon, Manager will use lvl 103 Pokemons and use the pokemon whitch is thier team's caught -The player will encounter the Pokemon that depend on his team. this is the end of my suggestion, hope this can give default rank players a chance to catch legendary/
