Legendary Abduction

    I'm trying to complete the Legendary Abduction quest, after I talked to Blanche I went to where the Team Rocket Grunt was supposed to spawn. The Grunt will not spawn for me and I am not sure why, if anyone has any tips they'll be appreciated :)
