From what I see you are a trainer below level 30 and playing in Kyoto region.

I'll explain the problem with Generation 2 Pokemons and how exp is working.

You can't get exp points for Generation 2 Pokemons in Kyoto region in these cases:
1) Generation 2 Pokemon caught in the wild in Jataro region ;
2) Generation 1 Pokemon caught in the wild in Kyoto or Jataro region and then evolved into Generation 2 Pokemon.

You will be able to unlock this when you hit level 50.

Also, for your information, Generation 2 Pokemons hatched from eggs will gain experience in Kyoto region.
