Howdy Preston! I will assume you are talking about Survival. Technically, shiny Dratini does have a chance to spawn, although it would be an otherworldly level of rare as a Dratini would not only have to spawn by itself (which is mythically rare enough) but have to win that 1/200 chance of being a shiny. So, the only way we could probably get a shiny Dratini without spending money would be, as you said, a Developer or similar title spawning one for us. However, with the Dratini that spawned about a day ago, it would really break the economy as Rainbow said to have not only all the normal Dratinis running around, but a shiny one as well. More than half the server may have a Dratini at that point, which would, once again, destroy the economy. I would much rather have Gen 2, because... well, Suicune. And Scizor. And Espeon, and Umbreon, Gliscor, Houndoom...
