Moves Learned After Evolutions?

Description:
So pretty much, I just noticed something that was weird and didn't know if it was intended or if it's not set up correctly. I evolved my eevee into jolteon at lvl 33, and it asked me to not only learn thunder wave (which jolteon learns at level 33), but thunder shock which is learned at an earlier level. There are other moves, like agility, pin missile, thunder fang that jolteon learns before level 33, but none of those were asked to be learned. I didn't know if this was a feature in normal pokemon with jolteon, or if it shouldn't of learned thunder shock.
When it happened (date/time): 4/2/2017 (April 2nd)

Location (server number): Server 28

Screenshot/Video proof (if required): None, but I think the situation is pretty straight forward.

I'm honestly just wondering if this is an issue or if it's meant to be, as I assume it shouldn't of learned thunder shock.

 

Thunder Shock is learned on Evolution, not level.

As soon as an Eevee evolves into Jolteon, no matter what level, it gets the option of learning Thunder Shock
Vaporeon gets Water gun
Flareon gets Ember

 

Ahh I have been misled! I swore when I looked it up it gave a level it learned it, but that would make a lot more sense. Well this isn't really a bug then xD
