I have been looking for a dratini for over 6 months now and not a single one has spawned then ssundee comes on and finds one in 2 seconds same with most the people who play without buying things.
also the catch rate and the spawn rate of the Pokemon are off

Dratini's spawn once or twice a day in the gen2 world (Jataro) and are often reported in the #rare-spawns chat in our pokefind discord. You'll find that they don't spawn very often at all in gen1. If you're looking for dratini specifically then your best bet is to watch the #rare-spawns chat and look for posts including them. They will be reported with their time and server so you can hop on that server and catch it for yourself! Best of luck!
