random layer of ice in icy plaines gen 2

    before you reply and say it, I know this is not a bug but it looks like the builders of this map have left a random layer of ice under the ice in icy plains in gen 2. here is a screenshot I have taken of it: upload_2017-9-29_17-22-8.png
    it is just a random layer of ice under water (this layer of ice is bugging me so much) I have no idea at all why it is even there in the first place :I
