Villager breeding doesn't work on Skyblock

Description:
I had a brilliant idea on Skyblock; Getting mending villagers.
So i made a villager breeder.
And started to transform Zombie villagers into Villagers (it worked)
But i transported the villagers to my villager breeder but they didn't start breeding.
And i know the reason why /gamerule mobGriefing false.

So if the developers can make a plugin as in, If creepers explode they don't break something but without /gamerule mobGriefing.
BTW afk'ed 4 hours and i tested the farm in singleplayer

I started on making the farm on 13-6-2017 (The day i write this)
Location (server number):
It's on Skyblock there isn't a specific server number because this "bug" is on all the Skyblock servers
